CAP Guidelines on Assistive Technology (AT) Services: American Sign Language, Oral or Tactile Interpreting Services; CART Services; Reader Services; Personal Assistance Services; and Training. 

AT Services Include:

  • American Sign Language, Oral, and Tactile Interpreting
  • Communication Access Realtime Translation (CART)
  • Reader Service
  • Captioning
  • Personal Assistance Services (PAS) Travel Support
  • Technical Software Training

AT Services Eligibility:

  • CAP may fund AT services for eligible DoW civilian employees and Service members

AT Services Request Criteria: 

  • Interpreting, CART, Readers, and PAS providers may be approved for job-related training only.
    • Job-related training may involve onboarding new employees and Service members. Training must be conducted in a DoW office or facility.
    • Training must be a minimum of two business days but cannot exceed ten business days.
  • Technical software training requires the pre-installation of software and training must be rendered within 30 business days of the training being ordered.

AT Services Request Submission:

  • Submit AT service requests at www.cap.mil at least 15 business days before the training/course starts.
  • A copy of the Standard Form-182 may be requested to determine eligibility.
  • Please note, the requesting DoW agency must comply with the service provider agency's cancellation policies (usually 48 or 72 hours).  Please email the CAP Assessment Team at least one week (five business days) before the scheduled start date of the training/course if you need to cancel. Failure to comply with these policies may result in the requesting agency being responsible for any late cancellation fees.
