Scope Changes

The Computer/Electronic Accommodations Program (CAP) has updated its scope to reinforce our commitment to accessibility, inclusivity, and mission readiness. As of October 1, 2024, the following products are out of scope

Monitors: Monitors are considered standard office equipment that individuals with a disability should be able to obtain through their internal resources.  For individuals with low vision, magnification software may be obtained through CAP which would ensure access to an accommodation allowing them to work on the computer without the need for a large monitor. 

Arm Rests: Arm rests are designed to be a positioning device for the body.  If an accommodation is required for an individual with a disability to access their devices, there are alternative positioning devices, such as keyboard trays, that may be requested through CAP. 

Tablets: Through universal design, the accessibility features that were once limited to tablet devices are not available on standard laptops. DoD employees and wounded Service members continuing on active duty are issued laptops to complete their job functions and have access to standard accessibility features. 

Tablet Exceptions: 

  • Wounded Service members who are in the medical board process and are preparing to medically separate/retire may not have access to a laptop while they transition to a civilian career.  A tablet would be an appropriate accommodation in this situation. 
  • The Deaf/hard of hearing population may request tablets to facilitate communication through ASL interpreting services or communication access real-time translation (CART), which is a reasonable and appropriate use of a tablet. 

Timers: Timers and task management resources such as focus applications are standard on government provided laptops.

Peltor Devices: 3M Peltor Tactical Earplugs are designed to protect hearing in tactical environments.  Since these devices are being requested as a prevention, these fall out of CAP’s scope which is to accommodate individuals with disabilities.
