CAP works to remove barriers to employment opportunities by eliminating the costs of assistive technology and accommodation solutions. Established in 1990 as the centrally funded reasonable accommodations program for DoD employees with disabilities, CAP now provides assistive technology and services to people with disabilities throughout the Federal Government, including federal managers, supervisors, IT professionals, and Service members with functional limitations. CAP has the authority to provide these services free of charge to Federal agencies that have a partnership agreement with CAP. CAP is a component of the Defense Human Resources Activity, a field activity in the Office of the Under Secretary of Defense (Personnel and Readiness).
