CART Services

CAP provides Communication Access Real Time Translation Services (CART) for Department of Defense's (DoD) deaf and hard of hearing employees who attend DoD-sponsored information technology or computer-based training courses. CAP has specific requirements that must be met in order to provide a CART services.

CAP Request Forms for CART Services must be submitted 40 business days prior to the date needed. If you have any other questions or requirements regarding CAP funding of CART services, please email the CAP Assessment Team, to request CART services.

CAP Guidelines on Communication Access Real Time Translation (CART) Services

  1. CAP funds CART services for DoD sponsored information technology or computer-based training sessions lasting two or more days. Funds are not available for training sessions hosted by private entities. They are required by law to make their training sessions accessible.
  2. If a DoD sponsored information technology training or computer-based course is conducted over several days (e.g. 4 hours a day), the total hours requested must be more than 16 total hours.
  3. If CAP funding is used for a training/classes, documentation is required to show the participation of DoD deaf or hard of hearing employees.
  4. CART services must be arranged with a CART service agency before submitting a CAP request. CAP must receive the following:
    • Dates of training session
    • Time of training session
    • Location of training session
    • Name and Point of Contact of CART service agency
    • Total costs/quotes
  5. If the CART service costs are over $3,000.00, CAP must send out bids to at least three CART service agencies that will determine the awarded vendor to provide the CART services.
    If there is an urgency and compelling need to specify a specific CART service agency, you must provide a written justification to support the need for the requested specific agency. (i.e. security clearance CART reporters)
  6. The requesting DoD agency must comply with the CART services provider's cancellation policies (usually 48 or 72 hours). For reasons other than personal emergency reasons, the requesting agency may be held responsible for any late cancellation fees.
  7. Short-term accommodations for the CART services provider (fewer than two full days in length) are the responsibility of the requesting agency. CAP does not have funding for short-term requirements.
  8. The requesting agency is responsible for ensuring that the logistic needs (transportation to the site, parking arrangement, etc.) of the CART services are met.
